Who’s at fault in a construction zone car accident?

In Arizona, we encounter construction zones every day of the week.  There may be something irregular about the section  of the roadway where the accident happened.   Signs were posted, or signs were not posted.  There may be a change in roadway configuration and even though there is some argument that the other driver was wrong, that other driver may have seen it from a different perspective.  Both perspectives may be valid, and that may be because there was some sort of unnatural configuration of the roadway.
